is at the managerial level. At this level, incumbents have
technical expertise in a wide range of information technology
areas and oversight of the resources of a small agency-wide IT
campus. Incumbents have supervisory responsibilities over a
small professional IT staff. Classification to this level is
based on the number and level of full-time professional staff,
Hay factoring considerations, and diversity of IT activities
managed.
MANAGEMENT
SKILLS
This
person has a high degree of independence in the design,
implementation, and support of integrated applications with
continuing oversight, technical guidance on long-range and
capacity planning, consultation, and leadership to agency
personnel on a broad range of IT issues and resolution of
conflicting goals with various users. Has skills working with
clients defining and interpreting IT needs and translating them
into workable solutions. Hires IT staff, assigns work, and
evaluates performance; develops and monitors a program budget;
negotiates contracts for services.

Participates
in cost/benefit analysis, reviews system growth rates and
capacity requirements.

and evaluates programming operations and training needs. Also
will develop procedures and policies governing IT operations;
will oversees and conducts analyses for efficiency evaluation of
IT processing equipment existing and proposed IT applications to
optimize network utilization and consult with management and
vendors about future IT direction and development
