IT RESOURCE MANAGER

CLASS PURPOSE - To manage the resources of a small agency-wide IT shop; perform related work.

 
GENERAL INFORMATION
 

This is the managerial level. At this level, incumbents have technical expertise in a wide range of information technology areas and management oversight of the resources of a small agency-wide IT activity. Incumbents have a high degree of independence in the design, implementation, and support of integrated applications. They provide continuing oversight, technical guidance, long-range and capacity planning, consultation, and leadership to agency personnel on a broad range of IT issues. They have responsibility for multi-faceted integrated systems involving cross-functional activities, multiple technologies and platforms, and resolution of conflicting goals of various client users. Incumbents have supervisory responsibilities over a small professional IT staff. Classification to this level is based on the number and level of full-time professional staff, Hay factoring considerations, and diversity of IT activities managed. Contract staff is a consideration only when they are full-time and on-going.

Plans for, designs, and oversees the integration of operating systems including server software modules, security levels, utilities, and third party products; participates in and oversees development of network topologies, physical layout, and communications configurations; reviews system growth rates and capacity requirements and recommends software, hardware, and information processing options; develops procedures and policies governing IT operations; participates in and oversees installation, configuration, and management of monitoring diagnostic utilities, bridges, routers, and gateways to optimize network efficiency; oversees and conducts analyses and verification procedures for existing and proposed IT applications; oversees evaluation of IT processing equipment and techniques for applicability, reliability, flexibility, speed, and costs; oversees and conducts project cost estimates; reviews and evaluates programming operations and training needs; hires IT staff, assigns work, and evaluates performance; develops and monitors a program budget; negotiates contracts for services; consults with management and vendors about future IT direction and development.
 
MINIMUM QUALIFICATIONS
 

Good knowledge of: current trends in information technology; computer hardware and software capabilities and limitations. Some knowledge of: supervisory practices. Experience: installing new or enhanced multi-faceted integration systems which include multiple technologies and platforms and resolution of conflicting goals with various users; implementing and maintaining integrated (multi-platform) system solutions using diverse applications, tools, and methodologies; working with clients defining and interpreting IT needs and translating them into workable solutions in a business environment; solving problems spanning multiple computing platforms, processes, environments, and communications technologies; participating in cost/benefit analysis.
